However, leadership and governance received a lower grade, with our analysis indicating that leadership needs stronger monitoring systems for regulatory compliance.

Our analysis of the ERO report shows the service has a B grade for Curriculum & learning, with a well-aligned curriculum based on Te Whāriki and responsive teaching, though bicultural practice was identified as an area for enrichment. Children's wellbeing was also graded B, reflecting a strong sense of belonging and children who are confident, capable and socially competent.

Te Papapa Preschool is an education and care service in Onehunga with a current roll of 40 children. Our analysis of the ERO report indicates bicultural practice is developing, with Māori and Pacific student populations acknowledged but limited explicit bicultural practice evident. Leadership and governance shows early-stage evaluation and reflection, with a need for stronger measurement indicators.
